The Independent Living Program is designed to improve the transition into adulthood for children ages 13 to 18 in licensed out-of-home care. The Ventura County Human Services Agency’s Children & Family Services staff provides Independent Living Services to foster and emancipated youth between the ages of 16 to 21. Some of the children we serve have different intellectual, developmental and physical disabilities. T he Independent Living Program (ILP) is a federally funded program which assists current and former foster youth between the ages of 16 and 21 achieve self sufficiency prior to, and after, exiting the foster care system.. Services available to help young people prepare for adulthood include: • Independent life skill classes Through Kaleidoscope’s Independent Living program, our staff provides case management and other support services to assist youth ages 19 to 21 to live independently in the community while preparing for their transition to adulthood. Independent Living provides foster kids in our area with the tools they need to become stable and productive adults. Older youth in extended foster care are more likely to receive services, and receive more services, than older youth not in extended foster care. The program provides valuable information and instruction so youth can better achieve positive outcomes as they transition from state care. The ILP provides training, services, and benefits to assist current and former foster youth in achieving self-sufficiency prior to, and after leaving, the foster care system. Our Older Youth Services provide independent living tools youth need to build and maintain a strong foundation as they transition into adulthood in Alabama, Kentucky and Ohio.Our journey with them focuses on emotional health, educational services, job training and other life skills needed to reach their full potential and become productive members of their community. Independent Living Services is provided to youth currently in foster care beginning at age 13 and continues through age 23. There are times when a youth is 17 years old and they have nowhere to go. The Department of Human Services (DHS), Social Services Division, Child Welfare Services Branch (CWSB), provides services, through our independent living program (ILP), to assist and support foster youth, age 12-18 years, under DHS placement responsibility due to abuse and neglect and former foster youth, 18-21 years of age, with their transition from foster care to adult self-sufficiency. Youths who are temporary or permanent court wards are eligible for Independent Living as preparation for emancipation from the foster care system. KVC and the Kansas Department of Children and Families provide a number of resources to assist youth making the transition to living independently. Independent Living Aftercare services are available on a voluntary basis to youth 18 to 21 years old who were formerly in foster care. Permanency rates have remained largely stable after the implementation of extended foster care. The Nevada Independent Living Program is designed to assist and prepare foster and former foster youth in making the transition from foster care to adulthood by providing opportunities to obtain life skills for self-sufficiency and independence. Independent Living Independent Living programs are a child placing agency licensing component. The 412 Youth Zone welcomes young adults, 16-24 that are transitioning out of the foster care system and are eligible for independent living services or are experiencing housing instability. Youth must be a temporary or permanent court ward. Approximately 22,000 youth, ages 18 and older, emancipate out of foster care annually. Likely to remain in foster care until 18 years of age; 18 to 21 and need extra support in their efforts to achieve self-sufficiency; Services. Returning home or living in family foster care is not an option. The youth found that skills classes and stipends for independent living were helpful, that instruction in managing a budget was particularly valuable, and that the services lessened the stigmatization and isolation of being in care. Services are designed to promote self-sufficiency and responsible living for young adults. TRANSITIONAL & INDEPENDENT LIVING. These programs must comply with Licensing Rules for Child Placing Agencies. Our vision for foster care youth is to encourage healthy habits, to develop educational and career goals, and to break the cycle of foster care. Current legislation dose not ensure that independent living services and opportunities for support under Fostering Connections are extended to foster youth who crossover to the justice system. Independent Living services are provided to each youth in agency custody age 16 and over. Most are typically developing kids in need of a safer, more stable living environment. Extended foster care is associated with receipt of independent living services. Vision. The Independent Living Program was authorized by the Foster Care Independence Act of 1999 (Public Law 106-169). This design provides community ownership over the programs and services designed to help older foster youth and young adults who have spent time in Florida’s System of Care. Kids Central and its partners provide Independent Living services to youth and young adults in the foster care system. IL must be the most appropriate program for the youth.
